He spent most of the game hovering around a 70 percent completion rate, which is reminiscent of his first four or five games. The ball is getting out of his hands quicker, and those pitch-and-catches are finally going for big gains. One of his best throws of the day was originally ruled a touchdown on a fade ball to Isaiah Neyor, but replay confirmed he didn't get a foot down. AGAINST THE RUN (B) John Bullock's second tackle for loss of the game stopped Wisconsin's Tawee Walker on fourth-and-1 midway through the third quarter, and it felt like an early dagger for the home team. Bullock was a standout on senior day. The Huskers had some open-field tackling issues but held their own on third- and fourth-down situations. Darrion Dupree was a nice change-of-pace option for the Badgers, averaging 7.5 yards on his seven attempts. AGAINST THE PASS (C) Wisconsin found success early on slant passes, including one that went to Vinny Anthony for 42 yards after Isaac Gifford whiffed on a tackle. After that, Braedyn Locke was able to open it for deep balls, including touchdown tosses of 24 and 58 yards. Wisconsin's Vinny Anthony had a big day, racking up six catches for 128 yards and Locke threw for more yards than he has in his past five games. A cool moment for DeShon Singleton, who came down with an interception in his final game at Memorial Stadium. SPECIAL TEAMS (A) Brian Buschini is having a great season, and Saturday was another notch on his belt. First, he ripped a 52-yard punt that flipped field possession, and he followed that up with a 49-yard boot that went out of bounds at the Wisconsin 3-yard line. Equally as impressive was kicker John "ol' reliable" Hohl, who made all three of his field goals and stayed clean on extra points. Oh, and how about Jacory Barney's 55-yard kick return to open the game? NU's third phase is trending up after a turbulent stretch. GAME MANAGEMENT (B) A question we might not ever get an answer to: Why was Matt Rhule forced to use a challenge to review Wisconsin's first-quarter touchdown? Don't all scoring plays get reviewed automatically? In a similar situation later in the game, Wisconsin was spared from using a challenge for officials to take another look at a Nebraska touchdown, which was reversed. Also, the unsportsmanlike conduct penalty on Micah Mazzccua for spiking the ball on a touchdown felt unnecessary. PLAY-CALLING (B) Nebraska scored a touchdown on its first possession of a game for the first time since the Northern Iowa game. A true tone-setter. There's plenty to unpack from Holgorsen's play sheet — it's no coincidence it only took him two games to pop a 100-yard rusher. And, 44 points for a team that has scored 20 (twice), 17, 7 and 14 in its past five games. That'll do. OVERALL (A) For the first time in 49 days, Nebraska won a football game. That was a long 49 for everyone involved. This one is a little more cathartic than usual, too, as the Huskers finally wrapped their arms around a bowl berth. Bhutan stands at a critical crossroads in its pursuit of Gross National Happiness (GNH), confronting a fundamental challenge that strikes at the heart of its constitutional principles: ensuring truly inclusive financial access for all citizens. The current financial system inadvertently marginalizes a substantial portion of the population, presenting a stark contradiction to the nation’s most deeply held constitutional values and fundamentally undermining the economic rights of its people. The Constitution of Bhutan, through Article 9, places an unequivocal obligation on the State to promote conditions that enable the pursuit of GNH. This mandate encompasses minimizing income inequalities, ensuring equitable distribution of public facilities, and creating circumstances that allow citizens to secure adequate livelihoods. However, the lived reality for many Bhutanese citizens stands in sharp contrast to these noble constitutional ideals. The recent Economic Stimulus Plan (ESP), launched in the wake of the COVID-19 pandemic with promises of over Nu 5 billion in collateral-free, low-interest loans, epitomizes the systemic disconnect. As discussed in the National Assembly yesterday, despite its ostensibly progressive design, many citizens find themselves unable to access these crucial financial resources, trapped by bureaucratic complexity and opaque eligibility criteria that effectively render the support inaccessible. Perhaps the most egregious manifestation of this systemic failure is the treatment of collateral-free loans as collateral required loans by financial institutions (FIUs). This is aggregated by the FIUs consistently refuse to accept rural land and assets as collateral, effectively rendering these properties economically valueless for loan purposes. This practice perpetuates a cycle of rural poverty and accelerates urban migration, dramatically widening the economic divide within Bhutanese society. Drawing inspiration from successful models in Scandinavian countries and Singapore which are often referred to as models for us to look at, where governments actively intervene to ensure citizens’ economic well-being. For example, a Universal Basic Income program particularly for senior citizens and economically disadvantaged families would provide a critical safety net, ensuring no citizen falls below a basic living standard. The government should explore dedicating Bhutan Development Bank (BDBL) as a public bank with a focus on supporting economically marginalized individuals and small businesses while developing fair valuation methods for rural properties as legitimate collateral. Otherwise, the gap between rich and poor in the country will only increase considering the increasing income gap between rich and poor in the country. A comprehensive microfinance network, coupled with robust national credit schemes, would extend financial services to every community. Digital financial technologies can “overcome geographical barriers, providing accessible and transparent financial tools”. Implementing clear loan turnaround time and extensive financial literacy programmed will further empower citizens. These strategic interventions may help to transform our financial landscape, democratizing economic opportunities and ensuring that access to financial resources becomes a fundamental right rather than a privilege for the few. The goal is to create an inclusive economic ecosystem that supports every Bhutanese citizen’s potential for growth and prosperity rather than only those who can pay loans. We can’t achieve the constitutional mandates of GNH while a significant portion of the population remains trapped in financial purgatory. The economically disadvantaged are effectively treated as second-class economic entities, systematically denied the basic financial tools necessary for lifting themselves out of poverty. MAPLE RIDGE, B.C. – British Columbia conservation officers say a man was injured earlier this week when he was attacked by a black bear while he was walking his dog on a Metro Vancouver trail. The Conservation Officer Service says in a Facebook post that the incident happened on Wednesday at around 2:30 p.m., when the bear engaged the off-leash dog on a trail near 240th Street in Maple Ridge, B.C. The statement says the man was then able to gain control of the dog and was trying to leave when the bear “re-engaged.” Officers say the man fought back against the bear, and a group of anglers who were nearby came to help in fending off the bear — which was killed in the incident. Conservation officers did not specify how the bear was killed. The statement says the man was treated for non-life-threatening injuries, while a necropsy is being conducted on the dead bear to see if there were any factors that caused it to behave the way it did during the attack. Officers also say that an examination of the scene of the attack determined that the bear was killed in self-defence, and no enforcement action will be forthcoming stemming from the incident. The Conservation Officer Service says people should remain vigilant despite winter approaching, as bears are still active in several areas due to both milder temperatures and the presence of attractants such as garbage. According to the British Columbia Conservation Foundation, black bears account for up to 25,000 calls to provincial conservation officers every year and “can become more assertive or destructive when they have learned to associate humans and their activities with food.” British Columbia has among the highest population of black bears in the world, with the foundation estimating up to 150,000 animals living in the province. The foundation says people can better prevent encounters with black bears by talking and singing to avoid surprising an animal, managing attractants such as garbage, keeping pets leashed and carrying bear spray.
